Description:
As services from Metric will therefore be needed until the Next Generation Ticketing and Next Generation Automatic Vehicle Location contracts are fully mobilised, a primary objective of the Authority is to ensure that this contract is in full compliance with applicable industry, legal and regulatory standards that have emerged in recent years (such as, for example, the Payment Card Industry Data Security Standard and other data processing requirements). In addition, the Authority is taking the opportunity to amend the terms of the existing contract to also ensure that all services are more clearly defined, the billing process is appropriately streamlined and transparent and that the performance of the supplier is more easily measurable. The NTA is satisfied that any new supplier would need extensive support from the existing contractor in order to transition the services without disruption to members of the public (i.e. in order to maintain the integrity of the live environment and the continuity of the services to the levels required) due to the existence of proprietary rights. As the mobilisation of the Next Generation Ticketing and Next Generation Automatic Vehicle Location contracts is ongoing (and will soon replace the services and solution provided by Metric in its entirety), it would cause significant inconvenience and substantial duplication of costs to conduct a further procurement process to cover the modification period.
